why wont my phone factory reset?

Apps on my phone started to crash a lot so after trying to fix it (clearing cashes, uninstalling updates, etc) I thought it'd be best just to reset my phone completely. So I tried but it didn't do it properly.. some apps were left and some were gone. I then started having more problems. After trying some more times, Google play services isn't working (can't clear data or uninstall updates) and play store is gone. .. if I go to uninstall updates on it, it shuts down my phone. It seems to be getting worse any time I attempt to factory reset. I've tried both hard reset and through setting, neither work. Help?

My phone is the HTC one sv and it isn't rooted.

I think you should go to recovery and wipe data and cache. If it dont help maybe you should install new rom

Google updated an app called Android System Webview recently that was causing other apps to crash in the HTC One M8 and other phones. I think the most current version us supposed to fix it, but uninstalling the updates to that app worked too before the updated fix. Check that one out in the Play store and see if it needs updating, or uninstall the current ones, and see if that helps.

I'm not able to access play store and I can't find that app on my phone. I'm unable to uninstall updates for the play store as it crashes my phone for some reason. I just want to be able to reset my phone but it won't work. :-\

Going into recovery just restarts my phone to the same screen. I've tried to clear everything but it doesn't work Properly.

Since you're trying to factory reset, instead of going through recovery (and maybe not initializing the reset properly), you could just purposely enter your lock screen password wrong 10 times and it'll reset itself.
