Why won't my phone let me change wallpaper when I get a new app?

I got this phone a week ago. The used to be my dad's old old phone. I got a few apps and that's all. I noticed that the wallpaper with a bit boring so I wanted to change it. So I got a wallpaper app. But when I opened it to change it said it wouldn't allow it. When's my phone doing this? Please help me.

Welcome to Android Central! Don't bother using a wallpaper app. Just find an image you want to use as a wallpaper, save it to the phone's storage (which can be anywhere in the user-acccessible directories, but to make it easier, after you download the image, move it to /Pictures (or /Pictures/Wallpapers). Then go to the option to change your wallpaper, and that image should be available.
