Why won't my settings open on my Galaxy s5?

After I turn my phone off of Power Saving mode or I restart my phone, my settings wont open. I touch the Settings icon but it just brings up a blank screen with "Settings isn't responding. Do you want to close it?" I have the same issue with the TouchWiz feature where my touch screen won't work either.

Try resenting your phone that should solve the problem.
