Why won't my settings open?

I recently did a factory reset on my galaxy S7 on yesterday. Ever since my settings will not open on my phone. My panel has disappeared as well. I don't know what else to do.

Yes, it happens in safe mode also.

The phone was not allowing me on the Internet without being on Wi-Fi. I was directed by my phone company to do a factory reset.

If it happens in Safe Mode, that suggests something's wrong with the firmware. You may have to try reinstalling the firmware using Smart Switch: http://www.sammobile.com/forum/showthread.php?t=29914. If you have Verizon, you can use Verizon's Software Repair Assistant.
