Why won't my tablet go to the place I need to reset it?

why wont my tablet go to the place i need to reset it

I have a hisense 7 pro I forgot my password and am lock out I have tried to reset it like says to do but it wont go to where it suppose to go to give me the reset option it starts as normal till it get to the lock screen and wont do anything else. I don't know how to get it to reset please help thank you tj
