Why would an older version of Play Store not install?

Quick backstory: Apps either stuck at "pending" or download to a certain percent and then stall out when trying to update/download apps at home on wife (mobile connection almost non-existent in my area)

Tried on my old 2012 Galaxy Note and apps downloaded/updated just fine.

Short of giving up on this phone I thought maybe an older version of the Play Store might work. Downloaded a few old versions from APK Mirror...Dec 2020, Jan 2021, Fed 2021 and none of them will install for me. I have the option turned on ion Dev options to install all apps.

Any ideas?

Welcome to the forums. You can't install older versions for the Play Store. If you want to install some other apk you first need to uninstall updates for that system app. Before doing that I'd recommend you to clear storage for Play Store and see if it helps.

I wouldn't start trying different versions of play store , it will be long trial and error and no fun.
Try to update webview app or Uninstall its update and see if your existing play store versions works , also make sure good wifi or mobile data .
 
For a 2012 phone you'd probably need Google's Android Market, now Play Store, but it won't work as it has become obsolete.

S3 and Note 2 were 2012 phones and both had the Play Store. I think the Market Place became Play Store with the launch of Ice Cream Sandwich 4.0

Last phone I has Market Place on was an LG something or another from 2010 that ran 2.3 Gingerbread.
 
Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps, select Google Play Store, tap Storage, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager -- you probably have to tap Menu>Show System to see it. Now try again.
