Why would my voicemail turn off

My wife voicemail had turned off this happened a while ago and was turned back on now its off again? Because g argument over this please help.

Welcome to Android Central! Open the Phone app, tap Menu>Settings>Call Settings>Voicemail, and make sure the voicemail inbox is set up correctly. Also contact your carrier, since voicemail is run by them, not by the phone.
