Wi-Fi calling

Any apps for the turbo that would provide Wi-Fi calling? I found two in the play store, but don't know anything about them.

Facebook messenger offers it as well as video chat.

Ditto ... except for the Paris part. Hangouts dialer with free Google voice number works well when on wifi or a strong 4g signal.

Looks like everything needs to be setup in advance. I haven't used hangouts or Google voice. I don't have access to a computer to setup these applications right now.
