Can I make and receive calls using my Wi-Fi connection? Is there a special app for that?

There is no wifi calling app on the watch. Hangout, among other things, is a Google app. No Google services or apps will ever be released on Samsung's Tizen OS, a competitor to Google's own Android and Android Wear OS.
