Widgets don't show up

I'm trying to add a widget to my lock screen, but when I hit the "+" button, only a few widgets are available for selection. When I go to my app/widgets pages, there are many more widgets to choose from. If I try to select a widget from there, it just goes to my home page, which isn't what I want. I want to put it on my lock screen, but I don't seem to be able to access it. Why don't all the widgets in my library (or whatever it's called) show up for selection?

Not all apps support lockscreen widgets.

Not even the weather ones? The one I want to add is called Weather 2*2.

As ultravisitor said, not all apps or widgets have a lockscreen widget. Your best bet is to search Google Play for a weather app that has a lockscreen widget--it's usually mentioned in the description.
