Widgets Not Installing on ICS

After getting the upgrade to ICS, when I try to install a widget I get a message that it can't be installed because there is no room on the home screen. That happens even though the particular screen is almost empty. The only screen that is full is the "real" home screen, that is, the one when I press the home screen icon. Am I missing something? Any suggestions?
