Widgets Not Refreshing

Can anyone explain to me why my widgets are not refreshing? Elixir 2, Be Weather and sometimes AccuWeather are not refreshing at all. It only seems to refresh when I do a restart. Is this a cache issue?

Have you checked the widget or app settings? Are there any to adjust?

How is your signal? The refresh may get skipped if you are too weak.

Nothing in the app settings have changed, and it's not refreshing on WiFi either. The strange part is Elixir offers a "Refresh Widgets" option, but that doesn't seem to refresh even it's own widget. I explored the apps, and there doesn't seem to be any option to set a refresh schedule (that actually refreshes the widgets) I've had these apps/widgets on the phone for months, and I have only added a couple of apps (since deleted) since then. The non-refresh problem has only begun about 10 days ago. I have no idea why all of a sudden this has begun.
