a long time ago i use to have phone with twc and they had this thing where if the phone rang u saw a messge on your tv like a caller id thing does project fi or android have some sorta app where if your at home and for some reason you cant hear the phone the caller id thing pops up on your pc ???

I use hangouts via chrome on my windows PC. Also on my Chromebook. I can even answer calls on it.... though it's much harder to walk around my house while on the call.

That is able to happen on your tv because your tv is connected directly to Time Warner thru it's system.
