Two things may be the reason.

1) You may need to make sure your carrier has your correct IMEI in order to get the proper security updates.

2) You need to make sure they have the WiFi Calling enabled/provisioned for your account.

Idea network doesn't provide wifi calling. Its network specific thing

My phone is unlocked, and when I go into any phone type settings when I scroll down to the bottom it doesn't say wifi calling it only says calling account settings

AT&T doesn't support wifi calling for unlocked devices.

Yeah, this has been my biggest ongoing beef, with AT&T.
They want to sell you a carrier-branded device (which I haven't had for years), but they don't want to give you timely OR consistent ongoing updates.
So you can choose, have an updated device(s), or have WiFi calling, it's a real pain.
I use the Google Voice dialer app, it's not ideal, but it works, sort of, at least for occasional usage.
