wifi data usage display

We have two s4's. On one you can select data usage and view mobile or wifi usage, the other does not have the bar allowing wifi usage viewing. Know how to turn it on?

Do you have Verizon? Verizon has a widget to monitor data usage.

Not sure if this will help, but are your S4s running the same android version (4.3).
I can't remember if this option was available on latter versions or not.
