Welcome to Android Central! Tell us what exactly happens when you try to turn on your wifi. Do any nearby networks show up as available? It's best to do this in the System Settings/Wifi menu so you can see what comes up.

Just speculating here, but I'd guess wifi is disabled to prevent usage outside of what the government organization that provided the phone to you wants. It's probably some sort of customer firmware on the phone, so if you could somehow flash another version of firmware onto the phone that seems like it may let wifi work.

I'd wager that other issues would probably occur if you did this. The phone may no longer work, or you may end up getting in trouble for modifying the phone. I'd be careful if I were you.

It really doesn't make sense that a phone provided by American Assistance would have its wifi disabled. It's not like you can take advantage of the government in some way by using wifi. I would suggest giving American Assistance support a call: Support :: American Assistance
