wifi hotspot

Do you mean the Nexus 7 with wifi only, or the Nexus 7 with HSPA+? The one with wifi only can't be a hotspot, because it relies on wifi itself to get a connection. The one with HSPA+ probably can act as a hotspot with a program like FoxFi, although I don't have firsthand experience.
 
Thanks. Using the hspa version.Tried foxfi but not working seems a few people been having isuues with foxfi lately. Any suggestions by any1 ,most welcomed
 
I'm sorry, I forgot that FoxFi doesn't work with Jellybean yet. There are several other tethering apps, but I don't have experience with them. I'm sure someone else on this forum can help you, though.

*the free version now has a usage limit that requires restarting FoxFi otherwise same as full version.
*Bluetooth fail to open bug is fixed now.
*WiFi mode does not work on Jelly Bean (Android 4.1) on most phones. Please stay with ICS/Android 4.0 or below.
