WiFi keeps coming on

So I keep noticing that my Wifi keeps wanting to turn on. I have the always scan option under Wifi settings turned off. I need to get this fixed because I keep getting a notification when I am using my hotspot. That notification will say: Turning wifi on will turn off mobile hotspot. Any ideas why it keeps wanting to turn on?

Does that happen in Safe Mode? If not, then something you installed is probably responsible. https://support.t-mobile.com/docs/DOC-23216
