Wifi lock

Is there a way that I can block any WIFI signal unless I enter a password or something similar? I know that I can change my home router password, but that wont really work for me. I need to be able to prevent a child from getting on WIFI at any location. Also, it would be great if it were free lol

Study Linux a little and redirect all internet addresses to 127.0.0.1 - that's the address of the device itself. So unless the child is running a server on the phone - no internet. You can do it separately for wifi and mobile data.
