WiFi, mobile data toggles off/on,

I have been experiencing some weird issues with my phone lately: the WiFi would turn on out of the blue, mobile data turns off without any input from me. Same goes for display brightness, it goes from 50% Auto to low 20's and the Auto is disabled.
My phone is not rooted, I don't have any battery saving functions enabled, stock OS. I do use battery saver app but I didn't set up any restrictions on data/wifi/brightness. And the issues started a while after downloading the battery saver app so it can't be it...
Any suggestions, as I am about to do a factory reset

Ive tried everything I can think of to prevent my WiFi from starting by itself. Haven't found a way.

not sure I fully understand this statement, as you haven't defined the conditions under which Wifi starts up.

I force WiFi and Data to be ON or OFF according to how I am using the phone.

I do this with an app called MacroDroid's paid version.
I have macros set up that will;
  • Turn data and WiFi off when the screen is locked
  • Turn data and WiFi on when the screen is unlocked
  • Force the Ringer Volume to Max when the screen is locked: prevents missed calls because Ringer vol was set low
  • Force the Volume Settings for everything to exactly what I want when the screen is unlocked.
  • Provide a reply back to anyone who happens to send me a SMS that says "whereareyou" and they get my location
  • Will optionally (if macro turned on) log every cell site that my phone uses to my Daily Calendar

MacroDroid does all of that and has capabilities of many times that and more.

Well worth the time it takes to get familiar with this app.
