WiFi networks not detected

On several occasions, the phone is not picking up WiFi networks based on where I currently am, rather it's remembering WiFi networks based on where I previously was.

Turning WiFi off and back on doesn't reset the list. It seems that I have to turn the phone off and back on again.

I haven't been able to successfully get to the area where I can clear the cache partition. I tried to do this a while ago to fix another issue, but it's like there's a step missing and I couldn't get it to work

Can't you have the wifi do a rescan? Mine does that on its own.
