WiFi not activating (and home screen issue)

Yesterday my G3 decided to stop working in a couple of (possibly) unrelated ways.
The one I'm most concerned about is that WiFidoes not turn on. The button on the status bar ddoesn't do anything when tapped (unless I manage to get to it quickly after the phone restarts, at which point it displays WiFi as on despite it not being on in settings). In setting tapping the turn on WiFi button makes it appear to turn on, but if I navigate somewhere else and come back it is off again.
Edit: It also doesn't work in safe mode. I'm going to guess it's a hardware issue. I'll have to take it in to US Cellular.

In addition, the phone will more often than not display "home screen is not responding" on startup, at which point I must restart my phone and hope it doesn't happen again.

Bump.
In my searches on the internet the only solution I have seen someone find is buying a new phone. If anyone has a solution or can atleast identify the problem before I go in to US Cellular that would be great!
 
Have you pulled the battery? Back up your data, perform Factory Reset using the button method. Follow your carriers steps to perform. On Verizon G3, power off, press/hold volume down-power button till LG logo, release then quickly less power button for reset menu appears.

This appears to have fixed it. I'm updating everything now, and hoping it stays fixed. There appear to be be some random issues, but hopefully they will sort themselves out as I restore everything.
Edit: actually WiFi appears to randomly be turning off. I have barely done anything yet so I don't know what's causing this.
Edit2: it seems to turn off less than a minute after it connects to me home router.

Problem "solved".
And by solved I mean something broke, and I had to get a new phone.
