Wifi off during sleep not working

So I have this setting active under wifi > advanced > keep wifi on during sleep > never.

Usually when I wake the phone I get a toast notification showing it connects to my network, but recently it is not disconnecting from wifi when the phone is sleeping. When I turn my lockscreen on its already connected to wifi when it should be on 4G.
 
Go to Settings>Location, tap Menu>Scanning, and see if it's set to scan with wi-fi.
 
Are there any carrier bloatware apps that might have control over wi-fi? There are some apps that "help" you always look for open wi-fi networks to connect to, and in order to do so, they may have control over turning wi-fi on.

I wish I knew if there was, but can't tell. It worked perfectly on my s6 so not sure why I can't get it to sleep
 
I'm talking about any apps that have your carrier name in the title or on the icon. Or any app that claims to be an "optimizer" of sorts.
