WiFi only Nexus 7(2012)

My question to my fellow Android Central buddies out there. Are there any apps that I can use to send sms to another person instead of having to use hangouts? Is it even doable to send regular text messages on a WiFi only tablet? The only app I have come across is Text+. Anyone know of ways to send free text messages?

Google Voice is your best option for SMS over wifi.
