Wifi restarts automatically after stopping[SOLVED]

Just bought a Moto G6 phone with Android 9, whenever I turn off wifi in the top bar it will restart after a short while. Is there maybe an app restarting it? I may be a little paranoid but I don't like my wifi turned on everywhere I go.

Welcome to the forums. Go to the WiFi preference settings and make sure that 'Turn on WiFi automatically' is disabled.

I have already disabled 'Turn on WiFi automatically' and it still restarts.

I have already disabled 'Turn on WiFi automatically' and it still restarts.

Have you also disabled 'Open Network notification'?

Trying 'disabling Open Network notification' now. I also disabled 'Moto Actions' since I noticed it was starting in safe mode.

Wifi has still restarted after disabling 'Open Network Notification.'

Mmmm, and it's still happening while on safe mode, right? I wonder if this caused by any carrier related app. Try this, go to settings - apps - advanced - special access and see which apps are listed under 'WiFi control'.

Which carrier are you on?

Apps under wifi control: Camera, CQATest, Demo Mode, Device Help, File Manager, Google, Google Play services, Maps, Photos, and Wi-Fi Utiltity.
Carrier is Tracfone.

That was my thought. Disable Tracfone WiFi utility and see what happens.

You can also disable Moto CQAtest.

Disabling WiFi Utility seems to have done the trick. I will also try disabling CQAtest. I thank you for your help and patience and have a good day.

Trying 'disabling Open Network notification' now. I also disabled 'Moto Actions' since I noticed it was starting in safe mode.

Try going into settings >apps>3 dots upper right corner tap> scroll to special access tap>scroll down to wifi control and turn those things off there
