WiFi Stopped working? Can I see what (if anything) is being transferred? HELP!

Just got the Note4 last week. It's been a bumpy ride, but what happened today has really driven me crazy.

I was on my WiFi network, cruising along just fine and I started having issues with Google Voice (that's a whole other story) after I finally gave up I went on to look at some other stuff. Now, my WiFi connection doesn't work at all. I can connect to the router, but absolutely no data goes thru. I get a "Network Communication Issues" error when I try to do a speedtest.

There's nothing wrong with the router - I'm using the WiFi connection now to post this - and I've restarted/pulled battery/forgotten and reconnected to the network several times. When I turn WiFi off everything works just fine. Odd thing is, the little up/down arrows near the WiFi icon are flashing, so can I assume something is going thru? If so, is there a way I can tell?
 
Wireshark. On Android it's Shark for Root. (The phone has to be rooted or you can't steal data from the stream.)

What's probably going through is your phone's requests for internet connections and your router's refusal to allow it.

Have you tried connecting to a public wifi hotspot (McDonalds, Starbucks, Sam's Club, etc.) to see if the phone's wifi is working?
 
Do you by chance have Time Warner? They are having an outage that allows me to connect on my Macbook but not my Note 4 or Apple TV.
