So I would love to be able to use my phone as a fascinate for my computer in a pinch. I am not rooted (yet) and I don't want to pay vzw a tether fee every month (I have unlimited data dammit!). Is there an option that fits these requirements?

EasyTether or PDAnet can do it via USB without root. The free versions don't give you https access. You can pay a one time fee for that.

With root there are wireless options, like Wireless Tether and Barnacle. Both free.

More reason to root!

Since I am still on DI01, should I just root this or flash DL09? I think the root process with the latter is more difficult than the former

DJ05 and DL09 are mostly to fix the GPS. You can look up the change log and see if it's anything important to you.

You're going to want root to make the backups, and you need Clockwork to flash Clean.

You can install DJ or DL via Odin without root, but those would be stock.

Is there a data cap using Wifi Tether or is it unlimited data. I believe Verizon has a 2gb data cap on Mobile hotspot feature.

It is unlimited as it is counting against your unlimited data as the tether app makes it look like the data is being pulled from the handset.
