Wifi turned off, but why this graphic?

Even with wifi turned off, under the battery graph it seems like wifi is on. Why this?

Do you have "Search for WiFi networks" on in the WiFi settings? That's what fixed it for me.

Wasn't sure of the phrasing. It's the "Scanning always available" one. But that's been off the whole time, right?

Yes. It has always been off. Read on the google forums that it could be a bug, or it might be an app issue. Is that possible a third party app is causing the problem?

I doubt it. It occasionally still happens to me. And on Jelly Bean, it would always show as on for me. I wouldn't worry too much about it, since it doesn't seem to affect battery in my experience.

Hmm. In the screenshot above it doesn't look like there is much drain when you weren't using it. When did it start showing the WiFi incorrectly?
