Older phones and low end devices will not receive it. It's up to the carriers and manufacturers to update. A phone 1 year and older will not receive an update...as a general rule. The exception are the Nexus line of devices.

I think not. The kitkat has some spec requirements that the older phones do not have. Thus unable to run.
