will lollipop be available to every Region

I bought a phone off Amazon and think it was originally from China as the default language was Chinese. I did a ton of software updating unit it told me I was in the latest software. Thought it was lollipop but it's showing android 4.4.4. Will I definitely be getting lollipop sooner or Later? That flashback thing doesn't work for the China region.
