Planning on taking my nexus to swap due to screen banding tomorrow and have backed up all my apps with titanium and did a nandroid backup. Copied the full nandroid backup and titanium backups folders to my PC. Question is, when I get the new nexus can I just reroot and unlock and drop the files onto the "SD card" and restore the nandroid through recovery?

everytime I try to back up my nandroid to my computer, the file comes over in a folder that is empty.. any ideas?

yes it will work, go into clockwork mod and pull the recovery to your computer. then when u root and unlock the new gn, download cmr, make a nandroid, then go into the cmr from the computer and put your old recovery in there. should work.
