Will Note 8 Get Android 4.3 with Comparable Software to the New 10.1?

Welcome to the forums! I don't know about that. Some folks just got the 4.2 update and the AT&T LTE version is still on 4.1.2. I'm not sure if Samsung is gonna invest in providing another update, and if it did I'm doubtful it would have the bag of tricks the '14 10.1 has. We shall see.

I'd have to say that based on my experience, the Note 8 is hard to recommend, compared to the Nexus 7 , iPad, and other tablets I've owned as a sort of tablet-o-holic. I get abysmal battery life - even turned off in my bag, mine runs down in under a day, and when used, the battery is awful. Others here report more success. For me, it's never got power when I need it, period.

Sounds like the new one is going to have a lot of improvements worth considering.
