Because you're doing it wrong. It's just 3 buttons. Vol up, bixby, and power.
I havent had this issue. I always power off and once powered off then I press and keep all 3 of those buttons held in until I get the blue screen. That doesn't work for you at all?

Ok , let us know how you make out after factory reset .Oh. Lol. Yeah I'm confident I'm doing it the right way. I'll prolly do a factory reset anyway, I normally do after major upgrade. Thanks all!
