Within-Camera-application - translate feature. How to enable it?

My wife recently switched from a cheapo Android phone to a newer Samsung model. The old phone's standard Camera application has a translate function where you can point the phone at a piece of text and get a translation. The same application on the Samsung does offer this function. Is there a way to enable it? I've gone through the labyrinth of the inaccurate help offerings but can't find anything. Does anyone have any ideas?

Neither phone camera application offers control of any translation function in its settings.

I mistyped when I said, "The same application on the Samsung does offer this function". It does not.
