This is what I get when I want to preregister for the Mario run app on play store.. can someone explain why an Android 6.0 device wouldn't be compatible with an App?

Games can be rather picky about what devices can run them.
The common things to look at would be the graphics system and the amount of memory installed on the device.

2GB RAM, well I don't know the graphics system but it's a mediatek powered device.
