Where, what device, when.

Mine-39 Mbps on a GS4 in downtown Portland, OR last month.

Mine, 27 MBPS also on an S4, in Whittier, CA (close to Anaheim) a few weeks ago.
 
This so far. 1st is fastest LTE and the 2nd is fastest HSPA.

No LTE in the house. 4G not bad considering I did not have full bars.

You may be right. I also noticed that when I have a wifi connection the data connection drops out of LTE. Wonder why that is......

When on wifi the phone disconnects from the mobile data of the carrier (4g & LTE).

That looks like a wifi speed test as you have wifi on... Not 4g.

I think I've gotten 4? Anyway, just saying. I've never gotten more than 30 down where I live but you have, so it might just depend on where you live. Theoretically HSPA+ can get 42 down XD

True but theoretically and real world always differ. Also my 30 is LTE which in real world hits 60+ on some networks.

Exactly, maybe in those markets the HSPA could get 5 up :p
I don't care about up though, the down is a lot more important

Fastest I've ever gotten was 19 something down and IDK up. I have very little LTE in my area, but it doesn't help with download speeds. Just upload and latency.

Depending on the network, you can go higher. Not T-Mobile, but just for reference
