Youtube app non-stop buffering on WiFi

I've been looking at different forums and it is more like hit and miss. I do belwive att is doing some kind of throttling as the vast majority of users are on uverse and hence the reason why it only happens on wifi. I have been trying to watch some videos on both my note and my desktop and I just can't. It doesn't matter what I change on my firewall, the result is always the same, no moree than 4 seconds on a 12mb uverse connection and at 240p!
LTE however doesn't have an issue, so it's not a YouTube issue. Comcast connection on my friends house/wifi has no issue whatsoever.
It's almost like att is forcing me to use my data plan to watch YouTube which means I need a pricier data pkg. Currently at 10gb, but others might be at 300mb or 2 gb. Just my thoughts.
Of the ones having issues on wifi, how many have uverse?

I have roadrunner, not AT&T.
One thing I did notice, I switched the PC to the HTML5 version of youtube and the problem went away there. I haven't tried it on the Note in a while, I'll do that again this weekend.
 
Have you guys tried runnong the mobile site and not the app? Just to see if their is a difference?

This is all very interesting. I just watched about 20 min of continuous you tube videos through a link on the Verge..."Harlem Shake" .. no buffering at all. Im on road runner in Columbus.
Let me also say that Samsung informed me that AT&T can now do automatic uninformed upgrades or maintenance to our phones without Prior Knowledge as done in past.
 
Per att escalations and tier 1 or 2 don't remember "the issue is on YouTube's network. We have been trying to get this issue resolved as a lot of people are having the same issue, but our systems are working as expected, however we can see that the issue is on their end as far as our tracers can go. The issue will clear up on its own only to affect a different group of people, like verizon, comcast, qwest, time warner and sunbright (or something like that), before returning to at&t/uverse.

Same thing buffers on wifi.. but not when I just stay on my network have the razor Max
Happens on YouTube and video mix pro
Stinks because the video mix app has a lot of really good movies but I don't want to burn up my data watching ..ugh
