Not sure when this happened specifically but I was watching a video on Costa Rica which is available in 4K (1440P). Out of curiosity, I tapped the three dots and hit the Quality button and all of a sudden I could select resolutions higher than 720p! It was automatically at 720 but I was able to bump it up to 1440! Link to this video is provided with some screenshot attached. If you have some time to kill, watch this on your note 4 it's absolutely stunning in that resolution.

Had this feature enabled for me.

If I remember well, the phone maxes out YouTube's vid resolution to match the screen's resolution. Hence the 1440p option.

My Xperia Z1 has only 1080p option meanwhile.

Very strange. What version is your YouTube app?

It's the one before the last update, believe it was ending in .13. That was the whole reason why I did not update to the latest one because it was working perfectly fine for me and after I read some reviews on Googleplay I saw no point in updating just for the sake of it. Now it's broke again, just hope it will be fixed at some point...

Are you trying it with the same videos you were able to watch on 1440?

Yes, the usual ones, Costa Rica in 4k and others that I knew were available in 2k but all I get is 720p at the most, even 480 has disappeared. Reading other forums I think it must be Google enabling certain devices in their database. Strange that my Tab S with the same app version plays 1080 and 1440 without a problem but on the Note those options that were there a few days ago just vanished.

I didn't have to clear the cache but I don't think I have used the YouTube app yet since buying my phone so that may be why.

These videos look amazing now on this phone.
