Confused on the moto display.
Says battery friendly notifications fade in and out.

I thought this means a continuous fade in and out?
Seems no fades in and out ONLY one time.
Is this correct,I know I can wave my hand over display.

The Moto app description hasn't caught up with the new style display. It used to fade in & out continuously when Moto Display first came out in 2013. Over the years the display style changed and now it's called Peek Display; just one fade in Notification and then the screen goes back to sleep until you pick up the phone or wave your hand over the screen. They just haven't updated the description within the Moto app.
