Which ZTE phone do you have, and what Android version is it running? Lockscreen widgets were introduced with 4.2. You can only put specific lockscreen widgets on the lockscreen--so in other words, not all of the widgets you can place on your homescreen can be used on the lockscreen.

I have zte blade q mini with jelly bean 4.2. I have tried to find tutorial to put widgets on lockscreen and they say there should be one + when you scroll left and right but i can't find anything...

Go to Settings>Security, and see if there is an "Enable widgets" checkbox. Make sure it's checked on.

Then press the Power button to sleep the screen, then turn it on again. Swipe in from the left, and you should see the big [+] icon. Tap it, then enter your PIN or unlock pattern, and then you'll see the possible lockscreen widgets you can place.

On the lockscreen, does anything happen if you swipe in from the left? Do you move to another lockscreen at all?

Not sure why your phone won't allow it. It might be a limitation of ZTE's modification of Android. What happens if you long-press on an empty area of the lockscreen?
