Can someone remote control my phone using the Cerberus app?

About Cerberus app problem

Since my phone get randomly a siren sound followed with led light
after updating the device to Lollipop 5.1,
I suspect somebody do it deliberately...(and no, I am not a paranoid at all..)
Is someone but me can remote control my phone with somehow using Cerberus app and operate a siren sound through my phone for example?
Is there any pre information that needed for a stranger to remote control the phone?
