Why my wifi is on even with "keep wifi on during sleep" set to "never" (Nexus 5, marshmallow)

After I have upgraded my Nexus 5 to Android 6.0 my wifi never turns off when my screen turns off. I tried every settings for "keep wifi on during sleep", I have turned off WiFi scanning in localization options. My WiFi os on all the time. (To be more precise, I can see in my router logs, that sometimes it disconnects, then after few seconds it connects again).
When I have Android lollipop, WiFi turned off instantly with the screen.
Because of that my phone uses much more battery than it could.
