That is really strange--as you might guess, Google Services Framework is pretty important for Android to run correctly. Do you have some kind of 3rd party battery monitoring or "battery saver" app installed? If so, it's probably surveying what apps are using the most battery, and blindly suggesting you turn off the highest on the list. You might want to uninstall any battery saver apps--I don't think they do a whole lot, and may actually contribute to battery drain, if you're using them to kill apps on a routine basis.

thats the thing, i dont use any third party app for power saving, this is a stock app and it keeps giving me notifications.

It must be a Huawei app, because that isn't a normal message from stock Android. Do you know the name of this stock battery saver app? If you can find it in Settings>Apps>All, you could probably select it and Disable it.

Oh, is the Disable button greyed out? Or there isn't any Disable button at all on that screen?

You might want to contact Huawei support. Here's their US support page: Huawei United States - Contact Us
