galaxy s4 not charging with new battery

yesterday, i dropped my phone in the sink while the water was running. took it out, dried it, and put it in rice overnight. when i took it out, i realized that while the charger was in, the battery percentage was decreasing. i thought "oh okay, time for a new battery." so i went out and bought one and when i got home, i put it on the charger, took a shower and it still continues to decrease! is this a problem with the phone itself?
