nexus 4 doesn't connect to network, it says your sim card doesn't allow connection to this network !

hello every one

I am with wind Canada, i 've been to India for a month where i used Vodafone which worked fine (i was on a last minute call even while leaving India). But after i came back to Canada my phone wont connect to any network in Canada and says your sim card doesn't allow connection to this network !
these are the things i've tried
1. toggling airplane mode.
2. flashing the phone with stock android 4.4.4
3. my sim works fine on other phones.

can some one help me out with this ??

Also perhaps try deleting your APN settings and entering them again...fixed a related problem I had with MMS once.
