Why am I receiving the error message couldn't sign in when trying to access my gmail and the Play Store?

Error message "couldn't sign in"

I have a NEXUS 5 and keep getting the the following error messages "Couldn't sign in" and "Account Action Required" for my gmail account. The gmail message says I have typed an incorrect password or my account has changed. It asks me to re-type my password or if I have forgotten and need this to recover my account to click a link. It also happens when I try to access the Play Store, chrome, google search, google+.

Welcome to Android Central! Have you tried removing your Google account in Settings>Accounts, then adding it back again?
