Why won't my Samsung Galaxy S3 Mini Charge?

The phone says its charging but the charge just decreases and its the same with all three batteries I have. I've tried charging with charger and with laptop. I tried switching phone off but it was just switching itself straight back on, I restored factory settings in desperation, nothing helped. The batteries are now totally dead, please help

Hi, thank you, yes a cable to the laptop and the normal charger

The phone is using more current when it's on than it can draw from the charger. Turn the phone off and leave it on the charger for 24 hours. (The battery symbol will come on for a while - that's not the phone turning itself on.) If it actually turns on (goes to the homescreen) when you plug the charger in when the phone is off, there's a problem with the phone, and it has to be brought to the shop for repair.
