Why won't my Samsung S4 turn on or charge?

Samsung S4 WILL NOT TURN ON OR CHARGE!

I have done everything I can do fix this phone. Updates to factory reset. It will turn on to the Samsung Logo and then turn off. I am not able to go into Safe Mode or do anything else. I thought it was the batter, its not. I have two batteries, and I tested them both, they work just fine. I thought it was the charger, its not that, I bought a new one. Please someone, i feel as if I have exhausted all my options. I am also out of warranty. Does anyone know of any solutions?

Can you get into download mode (Volume -/Home/Power)? If so, go to SamMobile Firmwares, download the file for your model off S4 (for your country and.or carrier) and flash the firmware.

If not, get a Samsung Dongle (they're about $1 including shipping on eBay). That will get even a hard-bricked S4 into download mode.
