Stuck on android boot screen ?

I have a q3 android pc tablet and I did a memory wipe as it was getting full and slow but now wen I got to turn it on it wont go past the android start up screen does anybody know what is wrong and how this issue can be resolved?

Are you able to boot into Recovery Mode? If so, it may be worth performing a Cache Partition wipe.
(I'm assuming from your description that you are not referring to having done a Cache Partition wipe.)
