Is my HTC M8 dead after i drop it on water for 4 hours?

I accidently drop my HTC M8 on water.And after few hour i noticed it and then after i put it on rice for 1 day.And now when i plugged it on charge ,the charging light(Orange) blow for few second.
Please help me on this
